Ally LaTourelle Whitney, Esq., is a nationally recognized government affairs and policy executive with two decades of experience leading transformative advocacy, non-dilutive finance, and strategy for high-growth technology, biotech, and clean energy companies. A Harvard Business School–certified strategist and licensed attorney, Ally specializes in empowering founders and executive teams to unlock public funding, navigate regulatory complexity, and turn policy change into market advantage.
Ally’s career spans C-suite roles, board leadership, and hands-on consulting for startups, Fortune 500s, and global investors. She has secured over $150 million in government grants and incentives, built award-winning policy programs, and led the charge on landmark public/private partnerships and legislative wins that accelerated growth for next-generation companies.
As VP of Government Affairs at BioAmber, Ally designed and executed a government strategy from the ground up—delivering $118 million in non-dilutive funding, winning EPA and global industry awards, and stewarding the company from startup to IPO. She has advised America 2030 Fund on AI infrastructure and data governance, guided major energy innovations at KARH Energy, and served as a policy architect and capital strategist for leading firms across the industrial biotech and cleantech landscape.
Ally is known for her non-partisan, impact-driven approach to advocacy, stakeholder collaboration, and regulatory engagement. Her expertise includes: opportunity mapping and risk mitigation, multi-stakeholder coalition building, legislative and regulatory strategy, narrative and communications campaigns, high-profile public funding and grant acquisition, building internal government affairs competencies for C-suites and boards.
Ally’s leadership has been recognized by the EPA, Global Cleantech 100, and industry groups including the Milken Institute, National Pollution Prevention Roundtable, and ASBC. She is a licensed attorney in New York and holds credentials in disruptive strategy, climate finance, and international arbitration and negotiation.
In addition to her work in government affairs, Ally is also a musician and dedicated meditation practitioner and teacher. She lives outside of Austin, Texas with her husband, one cat, two foxes, and many deer.
